A good manager always has a plan. The manager estimates resource requirements and formulates a plan to deliver the target system. This is based on the manager's understanding of the requirements of the target system at that point in its development. A basic plan for developing an information system is provided by the systems development life cycle. Many firms have their own standard life cycles, and some firms have standards for the methods and tools to be used.
