The project manager is not just a senior analyst who happens to be in charge. A project manager must apply a set of skills different from those applied by the analyst. What skills must the project manager possess or learn? The basic functions of a manager or leader have been studied and refined by management theorists for many years.
If you cannot scope project expectations and constraints, you can’t manage expectations.
A project champion and executive sponsor. The champion is the person who sells the project to management. The executive sponsor underwrites the cost of the project.
A brief statement the problem or opportunity to be addressed by the project. Ideally, the problem or opportunity statement should be worded such that everybody agrees with it.
The project goal. Recall that every project has one overriding goal. Obviously, the goal should be directed to the stated problem or opportunity.
The project objectives. As described in Chapter 4, objectives are dated and measurable actions, results, or conditions that are directed towards achievement of the project goal. Think of them as a ‘grading key’ against which we can ultimately measure the success or failure of the project.
Project assumptions and constraints. Assumptions and constraints define those factors which cannot change. Examples might include absolute deadlines, available resources, the current technology, expected technological advances, and the like.
